Design is taking the world by storm. It plays an increasingly important role in the economy, culture, and society of a country. Meanwhile, more and more industries are treating design as a core competitive advantage. With this in mind, the government is establishing the “Taiwan Design Research Institute” (TDRI) in 2020. The aim of this project is to capitalize on Taiwan’s strengths in design to drive industrial development and the overall economic growth.

The TDRI plans to consolidate public resources from a wide range of government agencies with “the power of design,” promoting design as a central governance value and as a national defense strategy. The Institute is expected to guide the sustainable development of industries and society, which should in turn improve the living quality of the general public. It can assist the government in making national design policy and increasing governance efficiency. In addition, through an integrated interdisciplinary approach, the Institute will introduce design-based thinking into government administration, drive talent cultivation in the private sector, and build businesses that lead the design industry.

Design Policy

建立設計政策機制

A collaboration mechanism for innovative cross-boundary design is grounded in a top-down, governmental approach to facilitate the effective communication of government policies between departments and teams. Interdepartmental collaboration is required to promote this mechanism and translate design thinking into influential development policies and cutting-edge government projects. Effective strategies must be utilized to incorporate design capabilities into national policy and thereby create an environment conducive to the development of outstanding design.

We utilize cross-boundary design integration combined with the newly-established TDRI and its corresponding promotional platform to increase the value of research, public services, and industry via design-driven innovation. TDRI also incorporates international design resources in many areas to accelerate the development of design policy in Taiwan.

A mechanism and model for industrial innovation should be promoted and established via a collaborative alliance of cross-boundary design which serves as the driving force for industrial innovation.

Through the implementation of measures such as cutting-edge research, industrial co-creation, and cross-boundary design platform management, TDRI fosters highly adaptable and responsive co-creation in research and technology, and utilizes design thinking to derive valuable technological applications. In this way, design capabilities can be used to drive innovative design strategies that empower Taiwanese industry.

Public Service Design

To establish a public service system capable of fulfilling the needs of the citizenry and moving toward design-driven policy design, TDRI carries out analyses of developing trends and critical elements in public service, engages in planning for government adoption of service design mechanisms and strategies, and promotes the use of design methodologies and tools to increase overall design capabilities.

The TDRI also follows up on the effectiveness of improvements, establishes design guidelines for public services, leads government departments to optimize their services, and improves the overall standing of domestic public design. By developing a civil service system endowed with innovative thinking, TDRI encourages government departments to create a long-term vision and incorporate far-reaching strategies that set sterling examples to encourage further public service design.

TDRI analyzes industrial, social, and environmental issues, connects local businesses with non-profit and non-governmental organizations, and establishes systemic innovation via cross-boundary design and public participation, to set examples for a new lifestyle and enhance overall societal value. TDRI also combines material knowledge with innovative applications and revives and imparts knowledge of traditional crafts and technologies to bring about change in all corners of society through social innovation.

TDRI fosters the top cross-boundary design teams of Taiwan, helping them make their mark on the global stage and bringing together resources and networks for international cross-boundary design. By creating a platform that showcases Taiwanese design on the global stage, TDRI has transformed design into a communications medium between Taiwan and the international community, thus increasing the international visibility of Taiwanese industry, creating more and better collaborative opportunities, and showcasing Taiwan’s capacity and capabilities in design in the international arena. TDRI hopes that by putting Taiwan’s top cross-boundary design teams on the global stage and establishing international design networks, we can increase the visibility and prominence of Taiwanese design.
